The characteristics of companies that employ people with disabilities according to the law of professional rehabilitation and employ people with disabilities in the Republic of Serbia and the neighboring countries with whom CASPEV cooperates (Croatia, Slovenia, Hungary, Romania) are not competitive market position and poor visibility of companies employing persons with disabilities, not developed cooperation with the economy and poor mutual cooperation between companies employing persons with disabilities. The positions that the law offers to companies that employ people with disabilities in the form of a privileged position when applying for tenders and programs of subsidies for the employment of persons with disabilities are measures that have contributed to the development of companies legally employed by persons with disabilities. The current situation in Serbia, and based on Challenge, it can be seen that in Milan it also shows that there are no progress and innovative approaches in this area that would contribute to better employment of people with disabilities, visibility of work and quality of work of companies which employ of persons with disabilities and strengthening the brands of companies that are recognize in law as a company which employ people with disabilities.
Establishing an web platform, which includes and offers together products and services of companies registered in accordance with the Law on Employment of Persons with Disabilities (part from Challenge of Law D Lgs 276/2003) and educational part of platform for educate target groups, contributes to joint appearance, better visibility, better business performance which employ persons with disabilities and indirectly better employment of people with disabilities. By developing a web platform, it will educate business entities on the obligation to hire a person with disabilities in accordance with the law on employment of persons with disabilities and offer services to business entities. A law (D Lgs 276/2003) that permits companies to buy services and goods from social cooperatives instead of observing the duty of hiring disadvantaged people will be promote and offer on the web platform. The web platform will be accessible to everyone free of any discrimination, at the appropriate web address.
It is important for the project to associate companies for the employment of people with disabilities in the project region (Challenge in Milan) offer together a scale of products and services and to enable the business sector to take on the obligation to employ persons with disabilities the decision to cooperate with companies that employ people with disabilities. The guarantee of the quality of products and services of companies that are legally employed by persons with disabilities are certified by the International Organization for Standardization (ISO) that companies have as a condition of participation in tenders and the quality of products and services.
The competition exists in existing suppliers from which companies which have obligation to employ people with disabilities, acquire goods and services. Based on the previous written, existing competition in the form of existing suppliers will not be a problem, when the start of cooperation between companies with obligation and companies for employment of persons with disabilities. This platform solve the problem for companies with obligation a people with disability if they don't have capacity to employ people with disabilities.
