Homelessness is one of the most complex social challenges of modern cities. The Greater Manchester Mayor's Office is doing a great job tackling extrinsic causes of homelessness through its co-developed 10-year homelessness reduction and prevention strategy. But successfully engaging with the right stakeholders and with the wider public to develop high quality and stable regulation is a challenge that requires substantial governmental resources and know-how.

Kuorum's multidisciplinary team of professionals has five years of experience helping governments to implement collaborative problem solving and community engagement strategies. In the case of the GM Mayor's Office, our strategy will have a triple bottom: Enabling bottom up policy design through technology, strengthening the Homelessness Action Network collaboration through training, and empowering citizens through awareness-raising campaigns and participatory processes (on- and offline).
